Following the Council's annual budget meeting 2026/27, a decision was made to introduce a charge for bin replacements.
Residents are responsible for replacing missing/lost/stolen bins or bins that are not damaged by the Council, and these will incur a charge. The charge will also be applicable if you wish an additional recycling bin.
The replacement of bins which have met one of the criteria below, will be replaced without a charge, following a review:
containers are damaged by West Lothian Council during the emptying of the bin by our Vehicle or Operative.
If the bin falls into the Vehicle during the emptying of the bin.
The charge for recycling bins is as follows -
140L Bin - £27.00 (Grey)
240L Bin - £30.00 (Blue, Brown & Green)
How to Request a new/replacement bin

Replacement bins must be purchased if they are lost, stolen or damaged through normal use, weather or other circumstances. The only exception is where the council has caused the damage or loss during collection.

Charges are subject to council approval and may change in future years.
Complete the online application to request a new bin and you will be asked to make an online card payment. We will aim to deliver your new bin within 15 working days.
If you are unable to make an online payment, please contact the Customer Service Centre on 01506 280000. Option 3 then option 3.
If your bin is damaged by the collection crew or falls into the collection vehicle, you will not be charged for a replacement. Complete the online application form and select the appropriate reason. Your request will be reviewed before a replacement is issued

The replacement charge applies regardless of whether the bin was lost, stolen, damaged through wear and tear, or damaged by weather. The only exception is where the council is responsible for the damage or loss during collection.
No. All grey bins are 140L and all blue, green and brown bins are 240L.
We will only empty one grey bin at each property. If you need extra grey bin capacity you will need to apply for this separately and be assessed to see if your household is eligible.
Households are entitled to up to two 240L green bins and two 240L blue bins if they require them. If you have a garden waste permit you can have up to two brown bins.
Please contact the Customer Service Centre on 01506 280000 as soon as possible. If your replacement bin has already been dispatched or delivered, cancellation or refund may not be possible.
